Section 4: Data Collection Methodology
Enrolment and Graduation Data
Enrolment numbers reflect the total number of students who signed a student contract and began instruction in the reporting year. Graduation numbers reflect students who successfully completed all program requirements and received a diploma. Students who withdrew, were dismissed, or otherwise ceased to be enrolled before completing the program are not counted as graduates.
Employment Data
Post-graduation employment data is collected through a combination of graduate follow-up surveys (email, text, and phone), direct voluntary contact from graduates, employer feedback from hiring agencies, and publicly available information such as professional networking profiles.
The employment figures represent confirmed employment only and may undercount actual outcomes for several reasons:
- Graduates frequently relocate across Canada upon being hired by agencies in other provinces, making follow-up contact difficult.
- Contact information provided at graduation may become outdated, reducing survey response rates.
- Due to the nature of law enforcement careers, some graduates may be unable or unwilling to disclose employment status for operational security or personal privacy reasons.
- Survey participation is voluntary. Graduates who do not respond or cannot be reached are not included in the employment count.
- Unlike many vocational programs, the path from graduation to employment in law enforcement is not always direct. Many positions require successful completion of a recruit class or similar hiring process, which NWLEA specifically prepares graduates for. It is also common for graduates to move through several related roles before settling into a more permanent position.
Definition of Employment in Field
For the purposes of this report, employment in field includes confirmed paid employment in any of the following: municipal, provincial, or federal policing; corrections (institutional or community); campus or transit security; private investigation; by-law enforcement; border services; military police; court services; and other occupations directly related to law enforcement, public safety, or protective services.
Privacy
No individual student names, employing agencies, or personally identifying information are included in this report. All data is presented in aggregate form only.
Section 5: Attendance and Punctuality Policy
NWLEA maintains a comprehensive Attendance and Punctuality Policy that applies to all students enrolled in the diploma program. Under Section 31(b)(i) of Manitoba Regulation 142/2023, a student who exceeds the number of absences allowed under the attendance policy ceases to be enrolled in the program.
